When we think of spies, we may go to images of people in trench coats and dark glasses, trying to steal government papers. Or someone trying to tap the phone of a senior official.<\/p>\n

The reality of course can be much more sophisticated. One\u00a0emerging area of concern<\/a>\u00a0is how countries protect their university research from foreign interference. And how we safely do research with other countries \u2013 a vital way to ensure Australia\u2019s work is cutting edge.<\/p>\n

This week, research security experts including myself\u00a0will meet in Brussels<\/a>\u00a0to talk about how to conduct free and open research in the face of growing security risks around the world.<\/p>\n

What does Australia need to do to better protect its university research?<\/p>\n

What is research security?<\/strong><\/h4>\n

Research security means protecting research and development (R&D) from foreign government interference or unauthorised access. It is especially important in our universities, where the freedom to publish, collaborate, and work together is seen as a virtue.<\/p>\n

Australia\u2019s universities face escalating, deliberate efforts to steal commercially or militarily valuable research, repress views critical of foreign regimes, and database hacking.<\/p>\n

As my July\u00a02025 report<\/a>\u00a0found, adversaries are no longer just stealing data or cultivating informal relationships. We\u2019re seeing deliberate efforts to insert malicious insiders, target researchers and exploit data and cyber vulnerabilities.<\/p>\n

ASIO head Mike Burgess has\u00a0stressed<\/a>\u00a0there is an incredible danger facing our academic community from spies and secret agents.<\/p>\n

In 2024, Burgess warned of an \u201cA-team\u201d of spies targeting academia:<\/p>\n

leading Australian academics and political figures were invited to a conference in an overseas country, with the organisers covering all expenses [\u2026]. A few weeks after the conference wrapped up, one of the academics started giving the A-team information about Australia\u2019s national security and defence priorities.<\/em><\/p><\/blockquote>\n

But Australia\u00a0can\u2019t just stop<\/a>\u00a0collaborating with foreign nations. Some are far more scientifically advanced than we are, and we risk cutting ourselves off from developments in the latest technology.<\/p>\n

In other cases, we might be unfairly discriminating against researchers from other countries.<\/p>\n

The international research landscape is changing<\/strong><\/h4>\n

Since January, US President Donald Trump has\u00a0slashed university funding<\/a>, banned foreign students and orchestrated a campaign of lawsuits and investigations into campus activities.<\/p>\n

This has a\u00a0huge flow-on effect to Australia<\/a>, as we have tied ourselves strongly to the US for science and technology funding.<\/p>\n

So Australia is looking to the EU as a more reliable and sustainable funding partner.<\/p>\n

It has reactivated talks to join the \u20ac100 billion (A$179 billion)\u00a0Horizon Europe<\/a>\u00a0fund. Australia\u00a0abandoned<\/a>\u00a0its original attempt in 2023 citing \u201cpotential cost of contributions to projects\u201d.<\/p>\n

Horizon Europe isn\u2019t just a massive pot of money for Australian researchers. It\u2019s also a way to bring Australia closer to the EU on other initiatives, like the\u00a0EU Science Diplomacy Alliance<\/a>, which ensures scientific developments are pursued for the safety, security and benefits for all people.<\/p>\n

Yet if Australia wants to join Horizon Europe, it will need to prove it takes research security as seriously as other EU nations. In April 2024, Australia and the EU\u00a0agreed<\/a>\u00a0to strengthen research security and<\/p>\n

measures to protect critical technology and to counter foreign interference in research and innovation.<\/em><\/p><\/blockquote>\n

Australia does not have an adequate policy<\/strong><\/h4>\n

But Australia does not have a proper national policy on research security. It also does not have a proper guide for our 43 universities in how they should approach it or what the minimum standards are.<\/p>\n

The\u00a0guidelines<\/a>\u00a0we have for \u201ccountering foreign interference\u201d are entirely voluntary, and not centrally monitored for compliance in any way.<\/p>\n

A 2022 federal parliamentary\u00a0report<\/a>\u00a0detailed a litany of attempts by foreign agents to get access to our universities. It made 27 recommendations about improving that situation. To date, the federal government has not yet\u00a0acted on<\/a>\u00a0about three quarters of these.<\/p>\n

These included a recommendation to ban involvement in \u201ctalent recruitment programs\u201d, where academics are offered vast sums of money or other benefits to duplicate their research in countries like China.<\/p>\n

The EU approach<\/strong><\/h4>\n

Australia\u2019s approach is in stark contrast to the EU, which has made research security a priority.<\/p>\n

In May 2024, the European Commission\u00a0directed<\/a>\u00a0all 27 member states to adopt laws and policies to \u201cwork together to safeguard sensitive knowledge from being misused\u201d.<\/p>\n

Germany<\/a>\u00a0has since adopted \u201csecurity ethics committees\u201d \u2013 modelled on human and animal ethics committees \u2013 to scrutinise potential projects for dangerous or high-risk research.<\/p>\n

The\u00a0Netherlands<\/a>,\u00a0Denmark<\/a>\u00a0and\u00a0United Kingdom<\/a>\u00a0all set up government contact points to help academics answer questions about research security practices.<\/p>\n

It will take more than just policies<\/strong><\/h4>\n

Australia needs clearer, stronger national policies for research security. But if we are going to take this seriously, we need more than just policy guidance.<\/p>\n

To properly scrutinise and set up research, universities need time, support and information. This also means they need more funding.<\/p>\n

In some universities there might be one person responsible for research security, and this may not be their sole job.<\/p>\n

So we also need funding to give academics a way to identify and manage risks in research and support information sharing across institutions.<\/p>\n

Through these measures we will be able to demonstrate to the world we are doing research securely \u2013 and it is safe to fund and work with Australia.<\/p>\n
