These are the words of the architect of Russian online disinformation, Yevgeny Prigozhin,\u00a0speaking in November 2022<\/a>, just before the US midterm elections. Prigozhin\u00a0founded<\/a>\u00a0the notorious Russian \u201ctroll factory\u201d, the Internet Research Agency (the agency) in 2013.<\/p>\n

Since then, agency trolls have\u00a0flooded<\/a>\u00a0social media platforms with conspiracy theories and anti-western messages challenging the foundations of democratic governance.<\/p>\n

I have been investigating\u00a0agency tweets<\/a>\u00a0in English and Russian since 2021, specifically examining how they twist language to bend reality and serve the Kremlin. My research has examined around 3 million tweets, taking in three specific case studies: the 2016 US presidential election, COVID-19, and the annexation of Crimea. It seemed that wherever there was fire, the trolls fanned the flames.<\/p>\n

Though their\u00a0direct impact<\/a>\u00a0on electoral outcomes so far\u00a0remains limited<\/a>, state-backed propaganda operations like the agency can shape the meaning of online discussions and influence public perceptions. But as another US election looms, big tech companies like X (formerly Twitter) are still struggling to deal with the trolls that are spreading disinformation on an industrial scale.<\/p>\n

The creation of the troll factory<\/h4>\n

Research has suggested that\u00a0the agency began<\/a>\u00a0experimenting with online propaganda and disinformation before 2013, employing a modest number of people tasked with spreading pro-Kremlin narratives and targeting opposition figures within Russia.<\/p>\n

By 2012, it started to focus on international audiences, particularly the US. Since then, it has been implicated in numerous campaigns to influence public opinion in Russia and abroad, most notably\u00a0attempting to interfere<\/a>\u00a0in the 2016 US presidential election. Prigozhin and his troll factory colleagues later\u00a0confirmed<\/a>\u00a0these findings.<\/p>\n

The agency was\u00a0founded and financed<\/a>\u00a0by Prigozhin and initially based in St Petersburg. It\u00a0operated<\/a>\u00a0through several front entities, including Teka and Glavset, both of which were dissolved and reformed under new names so it could continue its operations seamlessly.<\/p>\n

Prigozhin first\u00a0gained prominence<\/a>\u00a0as a Kremlin caterer but later expanded his activities significantly, leading the agency and then the Wagner Group \u2013 Russia\u2019s\u00a0state-funded<\/a>\u00a0private military company that was\u00a0active<\/a>\u00a0in Ukraine and Africa, among\u00a0several other countries<\/a>\u00a0under Prigozhin, but is now reported to have been largely\u00a0subsumed by the Kremlin<\/a>. During the full-scale invasion of Ukraine, Prigozhin\u00a0increasingly challenged<\/a>\u00a0Russia\u2019s military top brass for its handling of the conflict.<\/p>\n

His fate took a decisive turn after a brief but\u00a0highly publicised mutiny<\/a>\u00a0in June 2023, when Wagner forces marched toward Moscow, stopping less than 125 miles (200km) from the capital after negotiations. As part of the settlement, Prigozhin temporarily\u00a0relocated<\/a>\u00a0to Belarus. Then on August 23, 2023, a jet with Prigozhin on board\u00a0crashed<\/a>\u00a0near Kuzhenkino village, north of Moscow killing everyone on board.<\/p>\n

Some sources\u00a0claimed<\/a>\u00a0that Prigozhin\u2019s death was orchestrated by the Kremlin, marking him out as\u00a0another figure<\/a>\u00a0who challenged its authority and paid the ultimate price.<\/p>\n

As its operations scaled up between 2014-2015, the agency hired hundreds of online commentators (trolls) who were responsible for promoting and amplifying the narratives that suited the Kremlin\u2019s agenda.<\/p>\n

According to previous whistleblowers, who started shedding light on the organisation in 2015, most agency employees were young people, often students,\u00a0recruited<\/a>\u00a0through public job adverts, with applicants\u00a0undergoing<\/a>\u00a0interviews involving English language and \u201cpolitical knowledge\u201d tests. Earning\u00a0modest salaries<\/a>\u00a0of around 40,000 rubles per month (roughly \u00a3324 or US$432).<\/p>\n
