Here\u2019s how we must act"},"content":{"rendered":"<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-69637\" src=\"https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/RedSwampGrayfish.jpeg\" alt=\"\" width=\"680\" height=\"372\" srcset=\"https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/RedSwampGrayfish.jpeg 680w, https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/RedSwampGrayfish-250x137.jpeg 250w\" sizes=\"(max-width: 680px) 100vw, 680px\" \/><br \/>\nInvasive alien species are driving biodiversity loss and extinctions in every country, all over the world.<\/p>\n<p>Responding to the challenge, the United Nations is today releasing the\u00a0<a href=\"https:\/\/doi.org\/10.5281\/zenodo.7430692\">first global assessment<\/a>\u00a0of invasive alien species and their control.<\/p>\n<p>It comes from the\u00a0<a href=\"https:\/\/www.ipbes.net\/\">Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services<\/a>\u00a0(IPBES), which represents almost 140 member states.<\/p>\n<p>Over four years, 86 expert authors from 49 countries gathered the latest scientific evidence and Indigenous and local knowledge on invasive alien species. The report draws on more than 13,000 references, including governmental reports. We were among the authors. Here are some of the key insights for Australia and Aotearoa New Zealand.<\/p>\n<p><center><\/center><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">From a week of intense discussions to a successful conclusion!&#x1f30d;&#x1f91d;&#x1f389;<\/p>\n<p>\u200cWe are elated to share the approval of the <a href=\"https:\/\/twitter.com\/hashtag\/InvasiveAlienSpecies?src=hash&amp;ref_src=twsrc%5Etfw\">#InvasiveAlienSpecies<\/a> Report by member States at the <a href=\"https:\/\/twitter.com\/hashtag\/IPBES10?src=hash&amp;ref_src=twsrc%5Etfw\">#IPBES10<\/a> Plenary.<\/p>\n<p>\u200cCelebrating the dedication of every expert involved: a journey worth every clap and hug! &#x1f33f;&#x2728; <a href=\"https:\/\/t.co\/tnGK8f4uGT\">pic.twitter.com\/tnGK8f4uGT<\/a><\/p>\n<p>\u2014 ipbes (@IPBES) <a href=\"https:\/\/twitter.com\/IPBES\/status\/1698033049030602989?ref_src=twsrc%5Etfw\">September 2, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h4><strong>Hope in the face of increasing threats<\/strong><\/h4>\n<p>In 2019, IPBES released a\u00a0<a href=\"https:\/\/www.ipbes.net\/global-assessment\">global biodiversity assessment<\/a>\u00a0that placed invasive alien species in the top five drivers of biodiversity loss &#8211; alongside changing land- and sea-use, over-exploitation of natural resources, climate change, and pollution.<\/p>\n<p>This triggered further assessment to determine the current global state of biological invasions, the effectiveness of our existing responses, and recommended management and policy options.<\/p>\n<p>The result, released today, is the most comprehensive overarching policy-relevant report on biological invasions to date.<\/p>\n<p>It promises to help us meet our international obligations under the recently adopted UN\u00a0<a href=\"https:\/\/www.cbd.int\/\">Convention on Biological Diversity<\/a>. In particular, one of the targets in the Kunming-Montreal\u00a0<a href=\"https:\/\/www.cbd.int\/article\/cop15-final-text-kunming-montreal-gbf-221222\">Global Biodiversity Framework<\/a>\u00a0is to \u201celiminate, minimise, reduce and\/or mitigate the impacts of invasive alien species on biodiversity and ecosystem services\u201d.<\/p>\n<p>The world faces increasing biosecurity threats, but effective management can prevent or lessen the extent of subsequent biological invasions. Ambitious progress can be achieved with an integrated approach.<\/p>\n<h4><strong>The experience in Australia and Aotearoa New Zealand<\/strong><\/h4>\n<p>Australia already has close to\u00a0<a href=\"https:\/\/www.gbif.org\/dataset\/15147db1-27c3-49b5-9c69-c78d55a4b8ff\">3,000<\/a>\u00a0introduced alien species. Aotearoa New Zealand has almost\u00a0<a href=\"https:\/\/www.gbif.org\/dataset\/b286f8ee-1e29-4f8a-a041-9106bb1796f3\">900<\/a>.<\/p>\n<p>Globally, we observe around 200 new alien species every year, and many of these species (&gt;10%) have negative impacts, including threats to native species, the health of natural vegetation, or the way ecosystems work.<\/p>\n<p>Australian examples include\u00a0<a href=\"https:\/\/theconversation.com\/1-7-million-foxes-300-million-native-animals-killed-every-year-now-we-know-the-damage-foxes-wreak-177832\">foxes<\/a>,\u00a0<a href=\"https:\/\/theconversation.com\/why-red-fire-ants-and-yellow-crazy-ants-have-given-themselves-a-green-light-to-invade-australia-208479\">red imported fire ants<\/a>\u00a0and\u00a0<a href=\"https:\/\/theconversation.com\/field-of-nightmares-gamba-grass-in-the-top-end-12178\">gamba grass<\/a>.<\/p>\n<p>Aotearoa New Zealand suffers from invasive Australian\u00a0<a href=\"https:\/\/www.doc.govt.nz\/nature\/pests-and-threats\/animal-pests\/possums\/\">possums<\/a>. And the M\u0101ori cultural icon the Kauri tree is under siege from a deadly\u00a0<a href=\"https:\/\/theconversation.com\/lord-of-the-forest-new-zealands-most-sacred-tree-is-under-threat-from-disease-but-response-is-slow-100447\">dieback disease<\/a>.<\/p>\n<div id=\"attachment_69638\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-69638\" class=\"size-full wp-image-69638\" src=\"https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/FireAnt.jpg\" alt=\"\" width=\"600\" height=\"455\" srcset=\"https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/FireAnt.jpg 600w, https:\/\/world.edu\/wp-content\/uploads\/2023\/09\/FireAnt-250x190.jpg 250w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><p id=\"caption-attachment-69638\" class=\"wp-caption-text\">The red fire ant is one of the better known alien invaders in Australia. AAP Image\/Queensland Department of Primary Industries<\/p><\/div>\n<p>The assessment reveals that invasive alien species have contributed to 60% of global extinctions, and have been the sole driver of 16% of recorded extinctions.<\/p>\n<p><a href=\"https:\/\/theconversation.com\/invasive-species-are-australias-number-one-extinction-threat-116809\">Australia<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.doc.govt.nz\/nature\/pests-and-threats\/predator-free-2050\/\">Aotearoa New Zealand<\/a>\u00a0have among the highest modern global native species extinction rates. Australia is the worst in the world\u00a0<a href=\"https:\/\/theconversation.com\/gut-wrenching-and-infuriating-why-australia-is-the-world-leader-in-mammal-extinctions-and-what-to-do-about-it-192173\">for mammals<\/a>, while Aotearoa New Zealand has experienced tragic loss in\u00a0<a href=\"https:\/\/theconversation.com\/call-of-the-huia-how-nzs-bird-of-the-century-contest-helps-us-express-ecological-grief-210698\">endemic birds<\/a>, largely due to invasive species.<\/p>\n<p>The economies of both countries rely heavily on agriculture, trade and eco-tourism. These sectors are highly susceptible to threats from invasive alien species. The cost to Australia is\u00a0<a href=\"https:\/\/theconversation.com\/pest-plants-and-animals-cost-australia-around-25-billion-a-year-and-it-will-get-worse-164969\">A$24.5 billion a year<\/a>\u00a0out of an estimated global cost of $654 billion (<a href=\"https:\/\/doi.org\/10.5281\/zenodo.7430692\">US$423 billion a year<\/a>).<\/p>\n<p>The cost of biological invasions is quadrupling every decade, but stringent biosecurity policies and practices can protect our environment and economies. They also safeguard our wellbeing and cultural and social livelihoods.<\/p>\n<p>Continued cooperation and investment across our region is paramount to preventing future impacts from increasing threats. These include\u00a0<a href=\"https:\/\/theconversation.com\/to-lock-out-foot-and-mouth-disease-australia-must-help-our-neighbour-countries-bolster-their-biosecurity-188010\">foot and mouth disease<\/a>\u00a0and\u00a0<a href=\"https:\/\/theconversation.com\/avian-influenza-how-bird-flu-affects-domestic-and-wild-flocks-and-why-a-one-health-approach-matters-182497\">avian influenza<\/a>.<\/p>\n<p>At the same time, already established invasive alien species can supercharge environmental disasters. For example, the wildfire-promoting properties of introduced\u00a0<a href=\"https:\/\/theconversation.com\/feed-or-weed-new-pastures-are-sowing-problems-for-the-future-33733\">African pasture grasses<\/a>\u00a0exacerbated\u00a0<a href=\"https:\/\/time.com\/6305735\/invasive-plants-from-colonists-fueled-maui-wildfires\">bushfires in Hawaii<\/a>\u00a0this year.<\/p>\n<p><center><\/center><\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\">Invasive grasses were one of the culprits of Maui\u2019s wildfires \u2014 and they\u2019re nearly impossible to get rid of <a href=\"https:\/\/t.co\/KrXcHFzJNA\">pic.twitter.com\/KrXcHFzJNA<\/a><\/p>\n<p>\u2014 NowThis (@nowthisnews) <a href=\"https:\/\/twitter.com\/nowthisnews\/status\/1693081164758560983?ref_src=twsrc%5Etfw\">August 20, 2023<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h4><strong>Coordinate, consult and prioritise<\/strong><\/h4>\n<p>An effective biosecurity system can mitigate the threats from invasive species. But to do so, we\u2019ll need coherent policy across primary production and logistic sectors, better education and greater public awareness.<\/p>\n<p>We need to coordinate and prioritise our efforts, from offshore ports to border control and quarantine, through to eradication or containment of any new pests and weeds.<\/p>\n<p>Government-industry partnerships are leading to trusted \u201cgreen-lane\u201d trade supply chains. This cuts red tape for businesses that manage import risks and produce pre-costed and co-designed emergency response agreements.<\/p>\n<p>Prevention will not stop arrivals altogether. We will still have to contend with blow-ins on storm winds,\u00a0<a href=\"https:\/\/theconversation.com\/debris-from-the-2011-tsunami-carried-hundreds-of-species-across-the-pacific-ocean-84773\">ocean waves<\/a>\u00a0and boat hulls. There\u2019s also the $23 billion a year\u00a0<a href=\"https:\/\/theconversation.com\/alien-invaders-the-illegal-reptile-trade-is-a-serious-threat-to-australia-68815\">illegal pet trade<\/a>.<\/p>\n<p>Biosecurity tools work best alongside strong public support, regulation and governance. We share a proud history of effective biological control programs for many\u00a0<a href=\"https:\/\/theconversation.com\/explainer-how-biocontrol-fights-invasive-species-31298\">weeds and pests<\/a>. Australia\u2019s approach to\u00a0<a href=\"https:\/\/theconversation.com\/releasing-a-virus-against-rabbits-is-effective-but-can-make-them-immune-if-let-loose-at-the-wrong-time-176028\">rabbit control using a virus<\/a>\u00a0was a world-first and it remains in use 70 years later. This has delivered benefits worth more than\u00a0<a href=\"https:\/\/www.csiro.au\/en\/research\/natural-environment\/biodiversity\/fighting-plagues-and-predators\">$70 billion<\/a>.<\/p>\n<p>Despite strong biosecurity measures, highly engaged primary industries agricultural industries, excellent research infrastructure and a high level of public awareness, invasive alien species continue to\u00a0<a href=\"https:\/\/theconversation.com\/new-zealand-needs-to-up-its-biosecurity-game-to-protect-the-country-from-the-next-devastating-pest-threat-207104\">slip through our borders<\/a>\u00a0and multiply.<\/p>\n<p>We tried to defend our countries against recent invasions from the\u00a0<a href=\"https:\/\/theconversation.com\/the-fall-armyworm-invasion-is-fierce-this-year-and-scientists-are-researching-how-to-stop-its-destruction-of-lawns-football-fields-and-crops-167098\">fall armyworm<\/a>,\u00a0<a href=\"https:\/\/theconversation.com\/what-is-myrtle-rust-and-why-has-this-disease-closed-lord-howe-island-to-visitors-202045\">myrtle rust<\/a>\u00a0and the\u00a0<a href=\"https:\/\/theconversation.com\/australia-is-in-a-unique-position-to-eliminate-the-bee-killing-varroa-mite-heres-what-happens-if-we-dont-205926\">varroa mite<\/a>. But they have still managed to establish.<\/p>\n<h4><strong>One world, \u2018One Biosecurity\u2019<\/strong><\/h4>\n<p>The rising pressure of trade will likely outpace the resourcing dedicated to biosecurity measures. Frequent interceptions of pests, weeds, and diseases at our border highlight the pressure we are under. We will have to simply become smarter, more effective, and better coordinated across the\u00a0<a href=\"https:\/\/www.nzherald.co.nz\/the-listener\/new-zealand\/the-new-billion-dollar-biosecurity-threats-at-our-borders\/F6AQFEQCE5GUZDMSJM6B5ZSMUI\/\">human, animal, plant and ecosystem health sectors<\/a>.<\/p>\n<p>We encourage governments to recognise the threats invasive alien pests pose and mobilise their resources and capability to combat these threats \u2013 in regions where a species is first recognised as going rogue, rather than simply monitoring its progressive global spread. This is the\u00a0<a href=\"https:\/\/www.nzherald.co.nz\/the-country\/news\/covid-19-coronavirus-expert-calls-for-holistic-approach-to-biosecurity\/WOWPH22RSVCHIE5D3NDXL6ZZII\/\">One Biosecurity concept<\/a>.<\/p>\n<p>Australia and Aotearoa New Zealand can play a much stronger leadership role in\u00a0<a href=\"https:\/\/www.cookislandsnews.com\/internal\/national\/regional\/environment\/economy\/pacific-islands\/pacific-island-countries-meet-in-rarotonga-to-discuss-biosecurity-and-trade\/\">managing biosecurity risks in the Pacific<\/a>.
