\nThe recent frenzy over language processing tools such as ChatGPT has sent organizations scrambling to provide guidelines for responsible usage. The online publishing platform Medium, for example, has\u00a0released a statement on AI-generated writing<\/a>\u00a0that promotes \u201ctransparency\u201d and \u201cdisclosure.\u201d<\/p>\n

My own institution\u00a0has established an FAQ page about generative AI<\/a>\u00a0that calls on educators to make \u201cwise and ethical use\u201d of AI and chatbots.<\/p>\n

These ethical measures seem quaint, given this week\u2019s release of the more powerful GPT-4, which runs the risk of being a\u00a0disinformation and propaganda<\/a>\u00a0machine.\u00a0OpenAI claims GPT-4<\/a>\u00a0was able to pass a simulated bar exam in the top 10 per cent, compared to GPT-3.5 which only scored in the bottom 10 per cent.<\/p>\n

Unchecked innovation<\/strong><\/h4>\n

ChatGPT is\u00a0powered by a supercomputer and powerful cloud computing platform<\/a>, both of which were funded and created by Microsoft. This Microsoft OpenAI partnership will accelerate the global spread of generative AI products through\u00a0Microsoft\u2019s Azure platform<\/a>.<\/p>\n

\n

Perhaps coincidentally, GPT-4 was released less than two months after Microsoft\u00a0laid off an ethics and society team<\/a>. Frustrated team members said\u00a0the decision was based on pressure from Microsoft\u2019s C-suite<\/a>, which stressed the need to move AI products \u201cinto customers hands at a very high speed.\u201d<\/p>\n

The once-reviled Silicon Valley motto of\u00a0\u201cmove fast and break things\u201d<\/a>\u00a0may be back in fashion.<\/p>\n

For now, Microsoft still has its\u00a0Office of Responsible AI<\/a>. But it seems appropriate to ask what responsible innovation means as this high-speed, high-profit game of unchecked innovation rages on.<\/p>\n

Responsible innovation<\/strong><\/h4>\n

When I asked ChatGPT what responsible innovation is, it wrote:
\n\u201cThe process of developing and implementing new technologies, processes, or products in a way that addresses ethical, social and environmental concerns. It involves taking into account the potential impacts and risks of innovation on various stakeholders, including customers, employees, communities, and the environment.\u201d<\/em><\/p>\n

ChatGPT\u2019s definition is accurate, but bereft of context. Whose ideas are these and how are they being implemented? Put otherwise, who is responsible for responsible innovation?<\/p>\n

Over the past decade, a number of companies, think tanks and institutions have developed responsible innovation initiatives to forecast and mitigate the negative consequences of tech development.<\/p>\n

Google\u00a0founded a responsible innovation team in 2018<\/a>\u00a0to leverage \u201cexperts in ethics, human rights, user research, and racial justice.\u201d The most notable output of this team has been\u00a0Google\u2019s responsible AI principles<\/a>. But the company\u2019s ethical profile beyond this is questionable.<\/p>\n

Google\u2019s\u00a0work with the U.S. military<\/a>\u00a0and\u00a0its poor treatment<\/a>\u00a0of two ethics-minded ex-employees<\/a>\u00a0raises concerns about Google\u2019s capacity for self-policing.<\/p>\n

These lingering issues, along with Google\u2019s parent company\u2019s\u00a0recent antitrust indictment<\/a>, demonstrate that a focus on responsible AI is not enough to keep large tech companies from being \u201cevil<\/a>.\u201d<\/p>\n

In fact, Google\u2019s greatest contribution to responsible innovation has come from\u00a0the grassroots efforts of its own employees<\/a>. This suggests responsible innovation may need to grow from the bottom up. But this is a tall order in an era of\u00a0massive tech industry layoffs<\/a>.<\/p>\n

Ethics-washing<\/strong><\/h4>\n

The\u00a0Association for Computing Machinery\u2019s Code of Ethics and Professional Conduct<\/a>\u00a0states that tech professionals have a responsibility to uphold the public good as they innovate. But without support from their superiors, guidance from ethics experts and regulation from government agencies, what motivates tech professionals to be \u201cgood\u201d? Can tech companies be trusted to self-audit?<\/p>\n

Another issue related to self-auditing is\u00a0ethics-washing<\/a>, where companies only pay lip service to ethics. Meta\u2019s responsible innovation efforts are a good case study of this.<\/p>\n

In June 2021, Meta\u2019s top product design executive\u00a0praised the responsible innovation team<\/a>\u00a0she helped launch in 2018, touting Meta\u2019s \u201ccommitment to making the most ethically responsible decisions possible, every day.\u201d By September 2022, her team had been disbanded.<\/p>\n

Today,\u00a0responsible innovation is used as a marketing slogan<\/a>\u00a0in the Meta store. Meta\u2019s Responsible AI team was also dissolved in 2021 and folded into\u00a0Meta\u2019s Social Impact group<\/a>, which helps non-profits leverage Meta products.<\/p>\n

This shift from responsible innovation to social innovation is an ethics-washing tactic that obfuscates unethical behaviour by changing the subject to philanthropy. For this reason, it\u2019s essential to distinguish \u201ctech for good\u201d as\u00a0the responsible design of technology<\/a>\u00a0from the now-common philanthropic PR phrase \u201ctech for good<\/a>.\u201d<\/p>\n

Responsible innovation vs. profit<\/strong><\/h4>\n

Unsurprisingly, the most sophisticated calls for responsible innovation have come from outside corporate culture.<\/p>\n

The principles\u00a0outlined in a white paper<\/a>\u00a0from the Information and Communications Technology Council (ICTC), a Canadian non-profit, speaks to values such as self-awareness, fairness and justice \u2014 concepts more familiar to philosophers and ethicists than to CEOs and founders.<\/p>\n

The ICTC\u2019s principles call for tech developers to go beyond the mitigation of negative consequences and work to reverse social power imbalances.<\/p>\n

One might ask how these principles apply to the recent developments in generative AI. When\u00a0OpenAI claims to be<\/a>\u00a0\u201cdeveloping technologies that empower everyone,\u201d who is included in the term \u201ceveryone?\u201d And in what context will this \u201cpower\u201d be wielded?<\/p>\n

These questions reflect the work of philosophers such as\u00a0Ruha Benjamin<\/a>\u00a0and\u00a0Armond Towns<\/a>\u00a0who are suspicious of the term \u201ceveryone\u201d in these contexts, and who question the very identity of the \u201chuman\u201d in\u00a0human-centered technology<\/a>.<\/p>\n

Such considerations would slow down the AI race, but that might not be such a terrible outcome.<\/p>\n

Value tensions<\/strong><\/h4>\n

There is a\u00a0persistent tension<\/a>\u00a0between financial valuation and moral values in the tech industry. Responsible innovation initiatives were established to massage these tensions, but recently, such efforts are being swept aside.<\/p>\n

The tension is palpable in the response of conservative U.S. pundits to the recent Silicon Valley Bank failure. Several Republican stalwarts, including Donald Trump, have wrongly blamed the turmoil on the bank\u2019s\u00a0\u201cwoke outlook\u201d<\/a>\u00a0and its commitment to\u00a0responsible investing<\/a>\u00a0and\u00a0equity initiatives<\/a>.<\/p>\n

In the words of\u00a0Home Depot co-founder Bernie Marcus<\/a>, \u201cthese banks are badly run because everybody is focused on diversity and all of the woke issues,\u201d rather than what Trump calls\u00a0\u201ccommon sense business practices\u201d<\/a>.<\/p>\n

The future of responsible innovation may depend on how so-called \u201ccommon sense business practices\u201d can be influenced by so-called \u201cwoke\u201d issues like ethical, social and environmental concerns. If ethics can be washed away by dismissing them as \u201cwoke,\u201d the future of responsible innovation is about as promising as that of the CD-ROM.<\/p>\n
