\nWhenever a school shooting takes place like the one at\u00a0Oxford High School<\/a>\u00a0in suburban Detroit on November 30, 2021, it is typically followed by a familiar chorus of questions.<\/p>\n

How could such a thing happen? Why doesn\u2019t the government do more to stop these shootings from occurring?<\/p>\n

Those questions are even more urgent in light of the fact that the shooting at Oxford High School was one of 222 school shootings in 2021, an all-time high, according to the Center for Homeland Defense and Security\u2019s\u00a0K-12 School Shooting Database<\/a>. That\u2019s over 100 more school shootings in 2021 than in 2019 or 2018, respectively the\u00a0second- and third-worst years<\/a>\u00a0on record.<\/p>\n

In the Oxford High School case, a\u00a015-year-old boy<\/a>\u00a0armed with a semiautomatic handgun is accused of killing four students and injuring six others and a teacher.<\/p>\n

As shown in our 2021 book, \u201cThe Violence Project: How to Stop a Mass Shooting Epidemic<\/a>,\u201d school mass shooters tend to be current or former students of the school. They are almost always in crisis of some sort before their attack, as indicated by a noticeable change in behavior from usual. They often are\u00a0inspired by other school shooters<\/a>, and they also tend to leak their plans for violence in advance to their peers.<\/p>\n

And school shooters usually\u00a0get their guns<\/a>\u00a0from family and friends who failed to store them safely and securely.<\/p>\n

News reports suggest\u00a0a lot of this holds true<\/a>\u00a0for the Oxford High School shooter. For instance, the suspect\u2019s father allegedly\u00a0purchased the handgun used in the shooting<\/a>\u00a0just four days prior. The shooter reportedly exhibited \u201cconcerning<\/a>\u201d behavior at school and posted\u00a0pictures of the gun<\/a>\u00a0alongside threats of violence on social media.<\/p>\n

The question now is how to translate these findings into policy and practice in order to prevent the next school shooting.<\/p>\n

Trouble from the start<\/strong><\/h4>\n

The data we use to track school shootings is a\u00a0comprehensive database<\/a>\u00a0that includes information on \u201ceach and every instance a gun is brandished, is fired, or a bullet hits school property for any reason, regardless of the number of victims, time of day, or day of week\u201d going back to 1970.<\/p>\n

Working with its co-creator, David Riedman, we uncovered\u00a0a record 151 school shooting threats<\/a>\u00a0in the \u201cback-to-school\u201d month of September 2021, up from a three-year average of 29. Actual school shootings also\u00a0more than doubled<\/a>\u00a0during September 2021 compared with the same month in previous years.<\/p>\n

There were 55 school shootings in September 2021, up from 24 in September 2020 and 14 in September 2019. But the school carnage began well before the 2021 school year got underway for most students, as evidenced in the Aug. 13 fatal shooting of\u00a013-year-old Bennie Hargrove<\/a>\u00a0at Washington Middle School in Albuquerque, New Mexico.<\/p>\n

These trends are part of an overall rise in\u00a0shootings<\/a>\u00a0and\u00a0murders<\/a>\u00a0in 2020 and 2021, tied in part to\u00a0record gun sales<\/a>. More guns in more hands\u00a0increases the likelihood<\/a>\u00a0that a firearm will find its way into a school.<\/p>\n

Local responses<\/strong><\/h4>\n

Schools are struggling to respond to the overwhelming number of shootings and shooting threats. There have been a staggering\u00a030 shootings<\/a>\u00a0just at high school football games so far this year.<\/p>\n

A \u201cState of Emergency<\/a>\u201d meeting was held after nine teens were shot in two separate shootings in Aurora, Colorado, in November 2021. Public schools in the area are prohibiting\u00a0students from leaving for lunch<\/a>\u00a0in an effort to keep them safe.<\/p>\n

One school in Phoenix, Arizona, banned\u00a0backpacks and food deliveries<\/a>\u00a0after a student was shot in the bathroom on Nov. 29. The Newburgh Enlarged City School District in\u00a0New York State<\/a>\u00a0offered remote learning following two separate shooting incidents near its schools on Nov. 22. Schools across the country are increasing safety measures,\u00a0canceling classes<\/a>, even using\u00a0police escorts<\/a>\u00a0for students coming onto campus.<\/p>\n

These localized responses stand in stark contrast to the\u00a0national legislative action taken in Finland, Germany and other countries<\/a>\u00a0when they experienced deadly school shootings.<\/p>\n

Response in the UK<\/strong><\/h4>\n

Twenty-five years ago, in March 1996, a gunman walked into Scotland\u2019s Dunblane Primary School and opened fire,\u00a0killing 16 children and a teacher<\/a>. A successful campaign for gun regulation followed, laws were changed,\u00a0handguns were banned<\/a>\u00a0and the United Kingdom\u00a0hasn\u2019t had a school shooting since<\/a>.<\/p>\n

Yet in America,\u00a0active shooter drills<\/a>\u00a0to rehearse for a real shooting incident and\u00a0armed guards<\/a>\u00a0to respond to them are the best children can hope for. There is a US$3 billion \u201chomeroom security<\/a>\u201d industry, and some parents send their children to school wearing\u00a0bulletproof backpacks<\/a>.<\/p>\n

Searching for solutions<\/strong><\/h4>\n

In a study published in the\u00a0Journal of the American Medical Association<\/a>\u00a0in November 2021, we searched public records on 170 mass shooters who killed four or more people from 1966 to 2019 for any communication of intent to do harm. That includes posting a threat on social media or telegraphing future violence to a loved one in person. We found that 79 mass shooters \u2013 nearly half of them \u2013 leaked their plans in advance. Communication was most common among school shooters and younger shooters. The fact it was most strongly associated with suicidal tendencies or attempts, as well as prior mental health counseling, suggests it may best be characterized as a cry for help.<\/p>\n

Threats of violence\u00a0circulated on campus<\/a>\u00a0before the Oxford High School shooting, with some students\u00a0staying home<\/a>\u00a0out of an abundance of caution. There will be questions now about whether threats were disclosed to authorities and handled appropriately, in ways consistent with best practices on\u00a0threat assessment<\/a>\u00a0or what we like to call \u201ccrisis response<\/a>\u201d systems. Our research is clear that all threats must be investigated and treated seriously as an opportunity for real intervention.<\/p>\n

There are further implications from our research. If school shooters are nearly always students of the school, educators and others who work with them need training to identify a student in crisis and how\u00a0to report<\/a>\u00a0something they see or hear indicative of violent intent.<\/p>\n

Schools also need\u00a0counselors, social workers<\/a>\u00a0and other resources so they can respond appropriately and holistically to students in crisis. This means not unduly punishing students with expulsion or\u00a0criminal charges<\/a>\u00a0\u2013 things that could escalate the crisis or any grievance with the institution.<\/p>\n

And for parents of school-age children,\u00a0safe gun storage at home<\/a>\u00a0is paramount.<\/p>\n

School shootings are not inevitable. They\u2019re preventable. But practitioners and policymakers must act quickly because each school shooting\u00a0feeds the cycle for the next one<\/a>, causing\u00a0harm<\/a>\u00a0far beyond that which is measured in lives lost. We believe the steps outlined above can help address that harm, promoting school security while safeguarding student well-being.<\/p>\n
