Tens of thousands of students and professors\u00a0protested nationwide<\/a>\u00a0on May 30 against a Jair Bolsonaro administration proposal to slash Brazil\u2019s public education budget and\u00a0starve university humanities departments<\/a>of resources.<\/p>\n

It was the\u00a0second mass demonstration in two weeks<\/a>\u00a0against the education policies of Brazil\u2019s\u00a0divisive new president<\/a>.<\/p>\n

Protesters in cities and towns across Brazil took to the streets to condemn an education ministry proposal to\u00a0reduce funding for Brazilian public universities<\/a>\u00a0by 30% during the remainder of 2019. The ministry is also considering\u00a0withdrawing financing entirely<\/a>\u00a0from the philosophy and sociology departments of public universities.<\/p>\n

The objective would be to \u201cfocus on areas that generate immediate return to the taxpayer such as veterinary, engineering and medicine,\u201d Bolsonaro\u00a0wrote on Twitter on April 26<\/a>.<\/p>\n

Education in disarray<\/h4>\n

Bolsonaro, a provocative conservative who\u00a0took office on Jan. 1<\/a>, was elected in November with promises to radically restructure Brazil, including its schools.<\/p>\n

Brazil\u2019s chronically underfunded public education system has\u00a0struggled<\/a>to pay for maintenance and utilities since the country entered recession in 2015. In 2016, the conservative government of [President Michel Temer passed an austerity measure] that\u00a0capped all federal public spending<\/a>\u00a0at 2016 levels for a period of 20 years.<\/p>\n

Federal public universities in Brazil depend entirely on the central government for their budgets, though they may seek research grants and other funding on a project basis. State governments maintain their own universities in Brazil.<\/p>\n

In order to \u201cbanish the ideologies of the left\u201d from classrooms, the president opposes the study of any subjects related to sexual diversity, gender equality or racism.<\/p>\n

Bolsonaro believes that\u00a0women should be paid less than men<\/a>\u00a0because pregnancy is a financial liability for companies, and that enslaved Africans came to Brazil\u00a0by choice<\/a>. He wants Brazilian students to be taught those lessons, too.<\/p>\n

Bolsonaro also plans to shift the federal government\u2019s limited education resources to focus on elementary and secondary education, taking money away from\u00a0higher education and scientific research<\/a>.<\/p>\n

But the president\u2019s efforts to implement his education agenda have so far faltered. Initially, the problem was disarray in the education ministry.<\/p>\n

Bolsonaro\u2019s\u00a0first education minister<\/a>, the\u00a0Colombia-born philosopher Ricardo V\u00e9lez Rodr\u00edgues<\/a>, enjoyed the backing of powerful evangelicals in Brazil\u2019s Congress. But his lack of management experience and ignorance of Brazilian administrative machinery created tension within the education ministry.<\/p>\n

In February, V\u00e9lez directed all schools to\u00a0recite Bolsonaro\u2019s campaign slogan<\/a>, \u201cBrazil above all, God above all\u201d after singing the national anthem. The order\u00a0violated<\/a>\u00a0Brazil\u2019s constitutional separation of church and state.<\/p>\n

Velez also made public comments that embarrassed the Bolsonaro administration.<\/p>\n

In a Feb. 19\u00a0interview with the magazine Veja<\/a>, V\u00e9lez said that Brazilian schools should teach more civics courses because \u201cBrazilians behave like cannibals when traveling, stealing things from hotels, stealing life preservers from under their airplane seat, stealing everything they can.\u201d<\/p>\n

V\u00e9lez was\u00a0fired on April 8<\/a>, four months into Bolsonaro\u2019s term.<\/p>\n

Controversial proposals<\/h4>\n

V\u00e9lez\u2019s successor, Abraham Weintraub, is a university economist and former finance executive. He also believes that there is a\u00a0\u201ccommunist conspiracy to take power in Latin America.\u201d<\/a><\/p>\n

To\u00a0expose teachers<\/a>\u00a0who push \u201cleftist indoctrination\u201d in the classroom, Weintraub has encouraged students to film these lessons and send the videos to the government.<\/p>\n

Bolsonaro supports this idea. On April 28, he posted\u00a0on Twitter<\/a>\u00a0a cellphone video in which a student confronts a teacher who expresses her concern over the number of military officials in Bolsonaro\u2019s government.<\/p>\n

\u201cTeachers must teach and not indoctrinate,\u201d Bolsonaro wrote on Twitter.<\/p>\n

Weintraub is also trying to crack down on\u00a0intellectual freedom<\/a>\u00a0at Brazilian universities.<\/p>\n

In April, he\u00a0suggested<\/a>\u00a0that the education ministry would cease to fund three schools \u2013 the University of Bras\u00edlia, Rio\u2019s Fluminense Federal University and the Federal University of Juiz de Fora, in Minas Gerais state \u2013 for \u201cpromoting disorder on their campuses.\u201d<\/p>\n

Their\u00a0offenses<\/a>\u00a0included hosting former education minister Fernando Haddad \u2013 Bolsonaro\u2019s opponent in the 2018 presidential election \u2013 as a campus speaker and holding seminars on the\u00a0future of higher education under Bolsonaro<\/a>.<\/p>\n

After accusations that the budget cuts\u00a0constituted political persecution<\/a>, Weintraub seemed to backtrack. On May 15, he announced that the proposed 30% budget cut would apply to\u00a0all Brazilian public universities<\/a>.<\/p>\n

That\u2019s when\u00a0mass protests<\/a>\u00a0first broke out.<\/p>\n

Education is like a box of chocolates<\/h4>\n

Brazil\u2019s controversial education budget cuts are not a done deal. They must be approved by Congress and implemented by the ministry of economy.<\/p>\n

Meanwhile, the details of the proposal continue to change radically.<\/p>\n

Weintraub was summoned to Congress on May 9 to present his education policy to dubious lawmakers. There, in contrast to prior public statements, he explained that he wanted to reduce the entire ministry of education budget by 30% \u2013 not just public university funding.<\/p>\n

As such, universities themselves should only see their funding reduced by 3% to 4%.<\/p>\n

Using\u00a0chocolates to demonstrate his plan<\/a>, Weintraub put 100 chocolates on the table and set aside three.<\/p>\n

\u201cWe\u2019re just asking for three chocolates from these 100 chocolates, three-and-a-half chocolates,\u201d he said.<\/p>\n

University administrators say that even a few lost chocolates would leave them\u00a0unable to pay for water and electricity<\/a>. Some are now considering\u00a0seeking private funding<\/a>\u00a0to close the budget gap.<\/p>\n
