The Government of Ontario\u2019s hasty decision\u00a0to cancel plans and funding for the<\/a>\u00a0Universit\u00e9 de l’Ontario fran\u00e7ais<\/a>\u00a0recently generated an outpouring of\u00a0protests<\/a>\u00a0and a surge of\u00a0solidarity with the university founders, with close to 13,000 signatures being added to one of several online petitions<\/a>.<\/p>\n

In French-speaking media,\u00a0journalists explored what it could mean for francophones to establish a hub in Toronto<\/a>\u00a0and historians were roused to comment about\u00a0generations of dialogue and advocacy among Franco-Ontarians<\/a>\u00a0for French-language education.<\/p>\n

So what has become of Universit\u00e9 de l’Ontario fran\u00e7ais? Has the blow, delivered by the Ontario\u2019s government, even\u00a0after funds were promised during the recent election<\/a>, totally thwarted the university\u2019s establishment, vision and plans?<\/p>\n

Not at all.<\/p>\n

In 2017, Universit\u00e9 de l\u2019Ontario fran\u00e7ais was already established by law under Schedule 43 of Bill 177<\/a>. The university\u2019s first board of governors was appointed in April 2018 and a small team has been in place since December 2017. With a network of some 100 Canadian and international academics and experts, the first wave of academic\u00a0programs<\/a>\u00a0was developed. Yet the process\u00a0of having programs approved<\/a>\u00a0is now on hold.<\/p>\n

While funding from\u00a0the government of Ontario has been suspended for an indefinite period<\/a>, the crisis has had the merit of introducing Universit\u00e9 de l\u2019Ontario fran\u00e7ais to a large audience.<\/p>\n

Judging by multiple offers of collaboration and financial support, the public is in solidarity with empowering the francophone community into post-secondary education.<\/p>\n

Recently, the Government of Canada announced\u00a0$1.9 million in funding<\/a>for the university to establish a foundational francophone hub with its partners.<\/p>\n

As one of the researchers and advocates involved in creating this new university, let me share an overview of how Universit\u00e9 de l’Ontario fran\u00e7ais was gradually designed.<\/p>\n

A deeply rooted demand<\/strong><\/h4>\n

In 2013,\u00a0provincewide consultations about the state of post-secondary education in French-speaking Ontario<\/a>\u00a0had built on decades of\u00a0government reports<\/a>\u00a0to identify a priority of establishing a university.<\/p>\n

Universit\u00e9 de l’Ontario fran\u00e7ais is rooted in the francophone community of central and southwestern Ontario, which has approximately 250,000 francophones but lacks a dedicated French-language university.<\/p>\n

Multiple studies and consultations demonstrated the\u00a0need and strong demand for such a university in central and southwestern Ontario<\/a>.<\/p>\n

There is a French-language university in northern Ontario (Universit\u00e9 de Hearst<\/a>) affiliated with a bilingual university, Laurentian University in Sudbury. There are also bilingual universities that offer bilingual programs in Ottawa and Toronto. However, these bilingual institutions are not considered to be governed by and for francophones.<\/p>\n

The\u00a0new university\u2019s charter<\/a>, on the other hand, specifies that it must \u201csupport governance by and for the French-speaking community by conducting the affairs of the University in French.\u201d<\/p>\n

In\u00a02017 a planning board for a French-language university<\/a>recommended that it be established in downtown Toronto in order to serve the province\u2019s central and southwestern region and then Ontario\u2019s\u00a0culturally diverse<\/a>\u00a0Francophonie as a whole.<\/p>\n

Simultaneously, and continuous with reflecting this local reality, it is a university that aims to be connected with the world.<\/p>\n

As such, the\u00a0board of governors<\/a>\u00a0was\u00a0composed of an equal number of men and women, with independent members reflecting an ethnocultural diversity<\/a>, different age groups and different skills required to become successfully established.<\/p>\n

Focus on competencies for the future<\/strong><\/h4>\n

The planning board\u2019s report also examined the competencies needed for the labour market and society of the 21st century, as well as innovative practices in post-secondary education. The board recommended that the university not become, as some would have wanted, a scaled-down version of larger conventional universities.<\/p>\n

Rather, it recommended a university that is reflective of its time and one that focuses on the strengths and characteristics of its environment \u2014 globalized, multilingual, multicultural and francophone urban. Further desired was being a place that contributes to important modern-day issues such as digital and ecological transition, population mobility and equitable economy.<\/p>\n

The planning board consulted with leaders in industry, the public and community sectors in order to better grasp what was expected of today\u2019s graduates.<\/p>\n

It examined several institutions so as to get a better idea of possible innovative models, including\u00a0Universit\u00e9 de Hearst<\/a>\u00a0and\u00a0Quest University<\/a>in British Columbia. Inspiration was found in\u00a0Laval University\u2019s practice of having students choose a study profile emphasizing outcome competencies<\/a>,\u00a0Concordia University\u2019s<\/a>\u00a0efforts\u00a0to link the arts, sciences and social sciences<\/a>,\u00a0Brock University\u2019s<\/a>\u00a0co-op, career and experiential education, and Queen\u2019s University\u2019s\u00a0\u201cmajor maps\u201d: a resource that suggests to students possible career outcomes of different types of study<\/a>.<\/p>\n

Planners also looked at U.S. universities (Goucher College<\/a>\u00a0and\u00a0Northern Illinois University<\/a>), and compelling international schools such as the\u00a0Free University of Bozen-Bolzano<\/a>\u00a0in Italy and\u00a0Azim Premji University<\/a>\u00a0in India.<\/p>\n

Vibrant francophone hub<\/strong><\/h4>\n

Taking into account the particularities of the francophone communities that the university intends to serve, the following\u00a0four program areas<\/a>were chosen: studies in human plurality, studies in urban environments, studies in globalized economy and studies in digital cultures.<\/p>\n

A team of professors and experts developed these programs in relationship with a teaching and learning approach resting on four principles: being transdisciplinary, supporting inductive and experiential learning and developing key competencies for now and the future.<\/p>\n

The first bachelor\u2019s programs in these areas were developed based on an assessment of over 150 programs of study offered in Qu\u00e9bec and Ontario in the same fields.<\/p>\n

In Toronto\u2019s city centre, the university would bring together just over a dozen community organizations, institutions and businesses for a vital\u00a0francophone hub of knowledge and innovation \u2014 a vibrant, culturally diverse francophone neighbourhood of sorts in Toronto<\/a>.<\/p>\n

In short, Universit\u00e9 de l\u2019Ontario fran\u00e7ais has positioned itself as a 21st-century university.<\/p>\n
