Update Work Item Status. Added ability to Notify Administrators when Asset is Operational when Down.

Now you can mark and asset "down" when doing preventative maintenance. Also, now you can make an asset as not used for the day. All assets have that option when selecting the service to for the preventative maintenance.

On some devices, the decimal keyboard is covering submit button, this has been addressed.
