Fix minor menu display issue in iOS 18

Embedded rules into the app so you can access w/o wifi. Streamlined the "minimal dashboard view" a bit more for a cleaner look. Bumped min iOS version to 18.0 to enable some ui enhancements.

Removed the restriction on playing games vs legacy "scored players". You can now choose any player from your list to start a game against. Other minor UI tweaks.

Added ability to merge players. If you previously created two player entries representing the same person in order to both play against them and score games involving them (due to a constraint in older versions of the app), you can now combine these two into one entry in your player list, preserving all games involving the player.

Minor internal tweaks

- Unified the separate Play vs Score game start options into a single "Play" screen - Unified the player lists into a single list instead of separate "opponents" and "scored game players" Note--this change may result in some games being miscategorized in an older app version if you create games in the new version and sync those games to an ipad running an older version of the app. See release notes on the website for details.
